Katie Carter was the recipient of the 2025 Public Safety 911 Officer of the Year during the Waycross Exchange Club’s Public Safety Banquet.
The event was held Thursday, February 27 at the Exc hange Club’s meeting hall.
Carter, a dedicated and compass ionate Communications Officer, demonstrated exceptional skill and resilience in her nearly two-year tenure with the county’s emergency services.
She joined Ware County 911 April 21, 2023, bringing with her a strong sense of duty and a quick aptitude for the demanding role. A native of Charlton County and a 2016 graduate of Charlton County High School, Carter has deep roots in the region she serves.
Her career milestones include completing Basic Communications Officer Training September 29, 2023 in Forsyth earning her certification as a Communications Officer. She has since fulfilled her mandatory 10 hours of annual continued education units and completed PowerPhone training, including Emergency Medical Dispatch, ensuring she remains at the forefront of 911 operational standards.
Carter’s commitment shines brightest in the face of adversity. In recent weeks, she skillfully managed three separate calls involving motor vehicle fatalities — no small feat in a role where emotional fortitude is as critical as technical expertise.
As the first point of contact in emergencies, Carter is often the initial “first responder,” hearing the raw grief of callers while simultaneously coordinating resources and dispatching aid.
“Emotions are running high, and the operator answering the call is the first shoulder to cry on,” her nomination document notes. “Katie does all of this out of love for the people of Ware County and her job.”
Beyond her professional excellence, Carter balances a busy family life. She is married to Jacob Carter, a Ware County Sheriff’s Office employee, and together they raise five children, three girls and two boys, ranging in age from 14 years to 8 months. In their downtime, the Carters enjoy family vacations, a testament to their close-knit bond.
