Legacy Ventures receives funding despite lien filed

According to the official website of Southern Crescent Regional Commission, developer Legacy Ventures DC Corp has been granted $500,000 for road infrastructure, water and sewer for the Bailey Street Project.

Brittany Pittman, Project Manager for SCRC said in a phone conversation the money can also be used for demolition.

CEO of Legacy Ventures, Lenwood Coleman, said his General Manager, Horace Taylor, has the demolition crew ready to go.

“We already have our demolition team selected and the engineering component is being done as well,” Coleman said at the Wednesday, July 1 Land Bank meeting. “Those key pieces are in place and our General Manager is on the job.”

Taylor said he will release the name of the demolition company at ground breaking, but did not elaborate on a date.

Coleman also assured the Land Bank members a lien against the Bailey Street property would not affect the project.

“It does not affect our project in any way,” said Coleman. “If you all will provide patience, we’re getting that worked through right as we speak.”

Requests to Pittman to corroborate went unanswered.

The lien against the Bailey Street property has been filed by TYCO, Incorporated. TYCO is owned and operated by Tyrone Harris, the original General Contractor for the Bailey Street Project.

“There is no contract and there never was a contract,” assured Coleman. “We tried to get a contract with the past GM. We made sure we didn’t make any contractual agreements that would go against this community or cause any problems with the community.

“Our lawyers will be addressing the lien, which has no merit, has no weight. There are no signatures, there are no contracts at all with that lien.”

Coleman and Harris did sign a Joint Venture Agreement May 23, 2023. According to the document, it is an addition to a previous Joint Venture Agreement signed November 17, 2022 which includes the Rev. Fer-Rell Malone of F.R.E.S.H. Communities, Inc.

Coleman began and ended his public comments to the Land Bank with apologies for his remarks at the last meeting.

“I want to first say I owe you all an apology,” he said. “It was very intense my last trip here, and I owe you all an apology as residents and representatives of the Land Bank. I’m a very passionate person and it does come out sometimes wrong, but I believe in what I do.”

Coleman closed with, “Again, I apologize for the stress I may have given you all.”
