TYCO Incorporated owner Tyrone Harris has placed a lien on the Bailey Street Property in the amount of $15,000.
Harris is the original General Contractor for the Bailey Street Redevelopment Project Land Bank application dated March 20, 2023.
According to Harris, he was introduced to Legacy Venture DC Corp’s CEO Lenwood Coleman through Pastor Far-Rell Malone.
“They were looking for a contractor to do the infrastructure on Bailey Street and they were looking for a contractor to build the houses,” said Harris.
Harris stated he did not initially charge Legacy Ventures for the upfront legwork of the project because, “I was going to be the contractor for it (project).
“I met with them several times, went out of town and checked on different products and vendors they wanted to try to use. This went on for six or eight months. I never charged them anything.”
According to Harris, his company also paid for the preliminary drawings for the property, but was never reimbursed.
Harris says he was taken by surprise when he was suddenly ousted from the project.
“The next thing I knew, they had kicked me out and hired Horace Taylor,” said Harris. “Nobody told me about it.”
Once TYCO was no longer the general contractor for the project, Harris sought payment for his time and effort.
“You have to compensate me for my time,” said Harris. “I don’t do this for my health, I do this for a living.”
Coleman assured the Land Bank the lien will not have an impact on the Bailey Street Redevelopment project during the Wednesday, July 1 monthly meeting.

A lien on a property gives the lien holder a legal claim to the property, which means the property cannot be sold or refinanced until the lien is satisfied or paid off.”
